(1) Any person who wishes to obtain a license under this Act must submit an application in the prescribed format along with the prescribed fee to the Government of Nepal or an officer designated by the Government of Nepal. … … … … may license the prescribed format.
(2) The duration of each license granted under sub-section (1) and the manner of renewing the same and the fee charged for such renewal shall be as prescribed.
(3) In the event that an official other than the Government of Nepal refuses to issue a license as requested in the application filed under sub-sections (1) and (2), the person aggrieved may file an appeal with the Government of Nepal within 35 days from the date of receipt of the refusal order. And in case of such an appeal, the decision made by the Government of Nepal will be final.
